Robert D. Grant, Special Agent in Charge of the Chicago office of the Federal Bureau of Investigation (FBI) was joined recently by Garry F. McCarthy, Superintendent of the Chicago Police Department (CPD) in asking for the public’s help in trying to locate HERBERT PULGAR, age 42, whose last known address was 2747 West Wilson in Chicago.
PULGAR has been the subject of a nationwide manhunt, coordinated by the Chicago FBI’s Joint Task Force on Gangs (JTFG) since March of 2008, when he was charged in a criminal complaint filed in U.S. District Court in Chicago with violating federal drug laws. In making this appeal, Mr. Grant noted that a previously offered reward for any information leading to the location and apprehension of PULGAR has been increased to $10,000.
PULGAR was among 17 known and suspected gang members and associates who were charged with drug violations in a two-year combined federal and state investigation, which culminated on March 20, 2008 with the arrest of seven Chicago-area defendants. PULGAR was one of two defendants in this case who escaped capture at the time and is the only one still at-large.
PULGAR, also known as “Herbie”, is described as a Hispanic/male, 42 years of age, 6’2” tall, heavy build with black hair and brown eyes. PULGAR has numerous tattoos, including both arms and shoulders. Due to his criminal record and the nature of the charges against him, PULGAR should be considered armed and dangerous.
